Section 2(c) amended: "Compliance deadline extended from 24 to 48 months, with interim milestones at 12, 24, and 36 months."
We tried something similar at the state level and it worked. Federal action would level the playing field.
This aligns with what experts have been recommending for years. The evidence base is strong.
I propose adding a sunset clause so Congress must reauthorize after evaluating effectiveness.
