This bill imposes a 25% minimum tax on the total income of taxpayers with wealth exceeding $100 million, including unrealized capital gains. Payments on unrealized gains are credited against future capital gains taxes when assets are actually sold.

We tried something similar at the state level and it worked. Federal action would level the playing field.
