Small Business Regulatory Relief Act
This bill requires all federal agencies to conduct small business impact analyses before issuing new regulations, exempts businesses with fewer than 50 employees from regulations where the cost exceeds 1% of revenue, and creates a small business regulatory ombudsman with enforcement authority.

As someone who works in this area, the problems described here are real. This would make a meaningful difference.
The enforcement mechanism needs to be stronger. Without teeth, this becomes another unfunded mandate.
