This is long overdue. Other countries have had similar policies for years and the results speak for themselves.
I support the intent but worry about the implementation timeline. Can we add a phased rollout?

The funding mechanism seems solid. My only question is whether appropriation levels are sufficient.
Has anyone estimated the actual cost? I want to support it but we need concrete numbers.
