I'd like to see an amendment adding transparency requirements — the public deserves to know how money is spent.
This is exactly the kind of legislation we need. The current system is broken and this addresses the root causes directly.
Small entities should receive different treatment. I propose a tiered approach based on size.

This is a bipartisan issue both sides should agree on. Let's not let perfect be the enemy of good.
The funding mechanism seems solid. My only question is whether appropriation levels are sufficient.
