Defense Procurement Reform and Competition Act
This legislation mandates competitive bidding for all defense contracts over $50 million, limits sole-source contracts, requires cost-plus contracts to include profit caps, and establishes an independent review board for programs that exceed budget by more than 15%.

Section 6 amended: "Implementing agencies shall publish quarterly progress reports on a public website with outcome metrics and expenditures."
This is exactly the kind of legislation we need. The current system is broken and this addresses the root causes directly.
