This bill provides automatic continuing resolution funding at 99% of prior-year levels if Congress fails to pass appropriations bills by the start of the fiscal year. No member of Congress would receive pay during any funding gap. Essential services would continue uninterrupted.

I support the intent but worry about the implementation timeline. Can we add a phased rollout?
